AI governance isn’t just a challenge for superpowers—it’s a pressing issue for middle powers, too. The risks posed by existing AI systems are real and growing, especially as autonomous technologies advance. Yet current governance frameworks often fall short, lacking the legal, economic, and institutional strength needed to respond effectively.

But middle powers aren’t powerless. Instead of waiting for a global consensus that may never arrive, they can take action today—by forming coalitions that turn agreed-upon principles into enforceable national policies. The key? Using the tools and influence they already have.
