Emily Vargas-Barón
Ph.D., she directs RISE Institute, a global authority in early childhood policy
planning, research, monitoring and evaluation. She advises many countries
using participatory methods and co-chairs the global ECD Task Force on Children with Developmental Disabilities. She was a USAID Deputy Assistant Administrator for Education, directed an ECD/ECI center in Texas, and worked as
an educational planner and researcher for the Ford Foundation and UNESCO.
She has a Ph.D. in anthropology and educational planning from Stanford University and has published widely.
