Senior Researcher, Bonn International Center for Conversion
Max studied Political Science and History at the University of Tübingen, where he worked as a lecturer and research associate at the Institute of Political Science and received his PhD in 2013 with a dissertation on the conditions for preventive arms control. From 2012 to 2014, he worked at the the German Institute for International and Security Affairs (SWP) in Berlin, mainly on transatlantic security issues. Besides general questions of arms control theory and practice, Max’s research has focused on the militarisation and weaponisation of outer space. Another key area of interest is the international arms trade and in particular German arms export policy. Since 2016, Max is chairing the expert group on arms exports of the Joint Conference Church and Development (GKKE). In his most recent research, he looks at evolving practices of warfare, with a focus on the role of the proliferation of modern military technology.
